Behnke Materials Engineering, LLC (BME) was founded in 2011 by Jay Behnke, PE, a native of Green Bay, WI, and a graduate of the University of Wisconsin-Madison, who wanted to recreate his successful Illinois-based materials engineering firm, S.T.A.T.E. Testing, LLC, in Wisconsin.

In 2012, Signe Reichelt, PE, was hired to manage BME. Signe was also a graduate of University of Wisconsin-Madison, and for the previous 14 years had worked for a large contractor, managing their Quality Control department. In 2016, Signe became the majority owner of BME and has grown it into a highly successful, respected agency-focused materials engineering firm in Wisconsin and Illinois.

BME is currently under contract with the Wisconsin Department of Transportation (WisDOT) to provide materials engineering support for HMA, Concrete, AASHTOWare and LCTM, along with providing materials construction technicians for the SE, SW, and NE regions. Our testing includes perform aggregate source performing aggregate source, field density (HMA & base), proctors, concrete, asphalt, and performance testing. testing, plain cement concrete (PCC) beam testing, PCC cylinder testing, and hot mix asphalt (HMA) field and laboratory testing, along with research through the Wisconsin Highway Research Program (WHRP).

Our materials engineers consult for WisDOT and the Illinois Tollway, providing specification writing, implementation of statistical analysis for acceptance, evaluation of new products, and research review.
